Lawmakers Want High-Tech Foreigners to Stay in the U.S.

Top American universities attract some of the planet’s brightest minds to pursue graduate and doctorate degrees in the U.S. But thousands of those best and brightest head for the exits almost immediately after they complete their academic programs.

Why? The American S-1 student visa only allows foreigners to stay in the U.S. for the duration of their education program and no longer.

Two lawmakers are fed up with that rule, arguing that kicking highly skilled, entrepreneurial people out of the U.S. and back to countries such as China and India is costing jobs and hurting the American economy.

Senators Lamar Alexander (R-Tenn.) and Chris Coons (D-Del.) introduced the SMART Jobs Act, which stands for “Sustaining our Most Advanced Researchers and Technology,” on Wednesday. If passed, the bill would create the F-4 non-immigrant visa, which allow foreigners working on advanced degrees in the STEM fields — science, technology, engineering or math — to stay in the U.S. for up to 12 months after graduation while they search for employment in the country.

Should such a person find (or create for themselves) a job during that period, they can swap their student visa for a “STEM green card.” That card wouldn’t count against a country’s green card quota (the U.S. tightly manages how many foreigners are granted green cards on a per-country basis).

The bill will have to overcome the toxicity of immigration reform, a particularly volatile topic during an election year. Some states, including Arizona and Alabama, have passed controversial laws born of fear that illegal immigrants are taking jobs which would otherwise be filled by American citizens.

Sen. Alexander, however, considers the bill a common-sense measure to help keep talented workers and potential job creators in the U.S.

“It makes no sense to attract the most talented scientists and engineers from other countries to our schools to educate them, only to send them home to compete with American companies and create jobs -– perhaps even the next Google -– in other countries,” said Alexander.

Sen. Coons echoed Alexander’s concern over sending intelligent workers overseas.

“Many of the best and brightest young minds in the world are educated at American colleges and universities, and instead of sending them home after graduation, we should be encouraging them to stay in the U.S. to pursue their innovations and create jobs here,” said Coons. “When we send off these graduates to pursue their innovations in India and China, we are literally subsidizing our competitors.”

Immigrants have founded nearly a fourth of venture-backed companies in the U.S. over the past 15 years. Additionally, they make up approximately half of the masters and doctorate-level students studying STEM fields at American universities, according to a study cited by the bill’s authors.

Steve Case, co-founder of AOL, CEO of investment group Revolution and member of President Obama’s jobs council, has thrown his support behind the bill, which he calls an important and bipartisan step forward. Case acknowledges that immigration is a highly volatile issue in American politics, especially during an election year. However, he stressed the key to getting the bill passed would be isolating the discussion about high-tech immigration from that of illegal immigration.

“A lot of the emotion is around illegal immigration, and it’s important to separate that debate,” Case told Mashable. “There’s fairly broad bipartisan support for changes in high-tech immigration.”

Other similar bills are being considered in Congress, including Sen. John Cornyn’s (R-Texas) proposed STAR Act, which would increase immigrant visas for foreign-born STEM students.

Could you get behind a bill that lets immigrants with advanced degrees stay in the U.S.? Sound off in the comments below.

Twitter: Here’s How to Hide Your Tweets from Google

Want to keep your tweets among your tweeps and hidden from any old Google searcher? Twitter has some tips for you.

The microblogging company’s @Support account on Wednesday tweeted out a link to a help center page for Twitter users want to keep their posts a bit more anonymous on Google. Given Twitter’s high rank in Google Search, it’s likely that your profile there will be among the top results for your name.

The first suggestion for more anonymity? Change your username or listed actual name on Twitter. So, for example, if you use a profane @ handle, but your given name is listed in your profile settings, that could be a problem during your job search as recruiters Google you to see what comes up.

You can also protect your tweets in your accounts settings but that may not be a perfect fix, as Twitter points out. All tweets posted before you went private will still remain public in search engines (including Twitter’s own search).

Additionally, Google caches old search results, meaning that your old information can still hang around there — even if it only links to an error page.

Eventually, Google will update its search index and refresh to your new privacy settings. But if you want certain posts removed sooner, Twitter does suggest another option. First, copy the URL for the dead status page you would like removed. Then go to this Google page, which explains how to create a removal request for an outdated link or page. You’ll then be directed to another page, where you can paste in the link and submit your request, but you may need a Google account to do so.

Check out Twitter’s full list of tips for demurring from Google Search here.

Twitter and Google have been feuding ever since Google’s integration of Google+ into its regular search results back in January, which Twitter called “bad for people” — since news increasingly breaks on Twitter before being reported on other outlets.

Is it better to have your Twitter profile and activity be a prominent Google Search result, or to protect your anonymity? Let us know in the comments.

Facebook Travel App Gogobot Hits 1 Million Registered Users

Facebook social travel app Gogobot announced on Wednesday that it has reached the 1 million registered users mark.

The app launched on Facebook in January, when the social network unveiled a slew of integrated apps, including Gogobot. Gogobot was in use before that time, launching in private beta 18 month ago. Now the app is exploding in popularity: A new user joins every 15 seconds, more than 5 million places have been shared on Gogobot and overall membership has grown 65x year-on-year.

The social travel site lets you share your vacation photos with friends and strangers on the site. You can give recommendations to people who post questions regarding travel or destinations you may have been to. Users can also create a “passport” listing places they’ve been and include reviews and recommendations of spots to visit. Create trip itineraries or search trips other users have shared to get a better perspective on things to do on your vacation.

Gogobot also launched the latest version of its free app in the iTunes store for iPhone and iPod Touch. This latest version allows users to comment on postcards, plus adds a richer search experience, including the ability to search for restaurants by cuisine and attractions by distance.

CEO and Founder Travis Katz told Mashable back in January that he created Gogobot out of his desire to collect travel recommendation and information from friends, rather than sifting through impersonal guide books.

Do you use Gogobot? What do you think of it? Tell us in the comments.

Want to Live Stream Your Wedding? Here’s How

Even dream weddings can be missing something — friends and family who cannot attend. So what better way to utilize live streaming technology than for a once in a lifetime event? There are a number of web based services that specialize in live streaming weddings. Check out a couple of them here:

Marry Me Live

Stacy Yamaoka and her business partner Christopher Anderson started Marry Me Live in 2009. “It started because we recognized the needs of both of our families,” Yamaoka told Mashable. Anderson’s grandparents weren’t able to attend his sister’s wedding in 2009. By the time wedding Yamaoka’s sister’s wedding rolled around later that year, they decided to live stream the occasion to guests who couldn’t make it.

Yamaoka and Anderson live streamed their own wedding this past month. Since Anderson is from Texas and Yamaoka’s from California, the couple, who met in New York, decided it would be wise to stream their special day so everyone they know could attend, at least virtually.

Since 2009, Marry Me Live has expanded to 15 cities and works with a network of 20 videographers. Yamaoka said Marry Me Live vets each videographer to ensure they are hiring qualified professionals. All the videographers are versed on how to utilize the Marry Me Live streaming platform. Weddings can be live streamed overseas if needed. Yamaoka recalled one bride who live streamed her wedding to her brother in Iraq, who watched the service from a local Internet cafe.

March through September or October is the busiest time of the year for the site, with three-to-four weddings being live streamed each month. Each couple gets a personalized wedding page, from which their wedding will be live streamed, at least two weeks prior to the couple’s wedding.

“Most of the time, a wedding couple shares their viewing webpage in an email or on their wedding website several weeks before their wedding,” Yamaoka said. “Facebook and Twitter are also a great way to notify a larger network of friends a few days before the big event.”

Marry Me Live has two pricing plans. To hire Yamaoka and her husband (who are based on Texas), wedding streaming fees start at $2,000. This includes a video expert simultaneously broadcasting live and recording the ceremony for later. However, pricing differs between cities and videographers.

What sets Marry Me Live apart from other live streaming platforms? Yamaoka said they understand a wedding can only be live streamed once, so they perfect this experience. “There are only a handful of other regional companies trying to do what we do,” she added.

I Do Stream

Based in Connecticut, I Do Stream offers live streaming for weddings throughout the United States and destination weddings in Cancun, Mexico, Jamaica, Bahamas, St. Thomas and Hawaii.

I Do Stream works with more than 350 videographers, but like Marry Me Live, the prices vary. If you’re on a budget and a newbie streamer, you can rent the equipment for $595, or you can use I Do Stream and your own equipment for $199. A support line can walk you through the setup. Support staff will also monitor the live feed for your entire ceremony.

When your customized page is ready, virtual guests will be notified via an automated email. They can also view the wedding at any time for 90 days after the event or purchase a recording for their iPod.

To test the live stream before your big day, make sure your customized page is ready and download the broadcast software. Have a friend or relative in another location login to the site and make sure they can view the live stream.

Even if your wedding is this coming weekend, there’s still time to setup this live stream. I Do Stream asks for one day advanced notice assuming you have all the necessary equipment: a laptop computer, camcorder, firewire or USB video capture device and Internet access.

Ordering the Enhanced Broadcast Package requires a two weeks notice to process and ship the equipment.

You can view what the live stream will look like on the company’s website.

Couples might also consider general streaming services like Ustream or Skype.

What do you think about Marry Me Live and I Do Stream? Would you use either of these services? Tell us in the comments.

HTC One X Delayed at US Customs and Three Other Stories You Need to Know

Social Media NewsWelcome to this morning’s edition of “First To Know,” a series in which we keep you in the know on what’s happening in the digital world. Today, we’re looking at four particularly interesting stories.

HTC One X and Evo 4G LTE Delayed at US Customs

HTC’s two new smartphones, the flagship One X and the Evo 4G LTE, have been indefinitely delayed at US customs due to potential infringement on an Apple patent, the Verge reports.

Apple won a patent lawsuit against Android back in December 2011, effectively banning HTC from selling certain devices beginning April 19, 2012. At the time, it seemed HTC would be able to easily circumvent this ban by simply removing the feature from its devices, but things obviously didn’t go as smoothly as planned.

At the moment, HTC can’t do much but wait until the US Customs reaches a decision. “We believe we are in compliance with the ruling and HTC is working closely with Customs to secure approval,” the company has announced.

General Motors Stops Advertising on Facebook

General Motors pulled its ads from Facebook, claiming that advertising on the world’s largest social network doesn’t convert too well into car purchases. Ford and Chrysler, however, aren’t following GM’s lead.

“We’ve found Facebook ads to be very effective when strategically combined with engagement, great content and innovative ways of storytelling,” said Scott Monty, head of social media for Ford.

World’s First QR Code Exhibition in London

QR World Expo, the first exhibition and conference focused on QR Code, is taking place at the Royal Horticultural Halls in London on October 24, 2012.

“We hope to bring industry specialists, service providers and users of the technology together to share ideas, discuss experiences and promote innovation. London will be our first event with a US and Far East event planned for 2013,” said Adam Leese, Head of Operations at QR World Expo.

LG Unveils New Optimus 3.0 UI

LG Electronics has introduced a new user interface for its newest Android Ice Cream Sandwich devices – the Optimus UI 3.0.

Key features include a quick memo option, new pattern lock which supports presets for various functions of the phone, the ability to unlock the phone by dragging anywhere on the screen and Voice Shutter, which allows users to capture photos using only voice commands.

Follow the Nebraska and Oregon Primaries on Social Media

Mitt Romney has the Republican presidential nomination more or less in the bag, but primary season lives on. Voters in Nebraska and Oregon are headed to the polls Tuesday, with 63 delegates up for grabs. Romney’s collected approximately 973 delegates, so even if he cleans up Tuesday’s voting, he’d still be shy of the “magic number” — 1,144 — needed to formally secure the nomination.

Two of Romney’s opponents, Rick Santorum and Newt Gingrich, have suspended their campaigns. Libertarian Ron Paul, who has about 104 delegates, sent an email to supporters this week saying he would no longer campaign in states that haven’t yet voted, but rather he would focus on amassing delegates in other ways — a sign that he’s bowing out of the race but wants to boost his own level of political influence.

There’s other voting happening in both states, too. In Nebraska, parties are holding primaries for an open seat in the U.S. senate, while an Ohio Democrat in the House of Representatives is facing a primary challenge.

Throughout the night, politicians, journalists and voters will use social media to rally support, tell the story of the evening and discuss the night’s events. Follow along as Mashable collects the best examples of social media use throughout primary night in Nebraska and Oregon:

Smart Collar Transmits Doggie Health Reports to the Cloud [VIDEO]

Ever wonder how your dog is feeling during a run in the park or how your pet is doing while home alone? A smart collar that transmits data to the cloud directly from your pup’s body can now tell you.

Information technology product manufacturer Fujitsu has developed a special device that can be attached to a dog’s collar or harness. From there, the device monitors the number of steps the dog takes, signs of shivering and external temperature. Changes in these numbers, which could point to obesity or diabetes, would also be easier to detect, says Fujitsu.

On-the-go pet owners can access the cloud service to see how Scruffy or Sparky is doing. The health monitoring device sends data to an specialized Android app or web service. It’s accessible on iOS devices with a web browser.

The contraption is compact enough for your pet to wear at all times, says the company.

The service will be available in the latter half of 2012. It will be showcased at the Fujitsu Forum and Tokyo International Forum this week in Japan.

What factors about your pet would you like to track? Tell us in the comments.

Why IT Departments Should Let Employees Use Their Own Devices

Matt McLarty is the vice president of client solutions for Layer 7 Technologies, a provider of API management solutions. Prior to Layer 7, Matt led technical sales for and worked extensively as an enterprise architect in the financial services industry. Follow him @MattMcLartyBC.

It’s surprising to hear that there’s still any debate as to whether companies should allow employees to use their personal mobile devices at work. It’s particularly perplexing when IT leaders are the ones who reject the idea. That’s because the statistics are overwhelmingly on the side of bringing your own devices to work, also known as BYOD.

In a recent survey, 74% of IT workers responded that BYOD is allowed in their workplace. Another survey found that 67% of North American iPad owners are using the devices in office, and IBM claims 80,000 BYOD users in its fold. This is why CIOs and CTOs must be leaders in this movement, not barriers.

Being a leader means being prepared. IT has a great opportunity to help their business partners realize the productivity and cost benefits of BYOD while mitigating the new risks, most notably around security. Here are five steps that IT leaders can take to prepare for a positive BYOD transformation.

1. Innovate with Apps

Consumers have become accustomed to the purpose-built, highly-usable experience of their personal mobile devices and these preferences are carrying over into the workplace. This strong connection is fostered more by the mobile apps that they use than the physical device itself. The good news is that apps offer the greatest vehicle for business productivity gains and cost savings, but only if they are developed in the right way.

As with consumer apps, business mobile apps can and should be engineered to leverage the native capabilities of the device and to provide a rich user experience. For example, an auto insurance claims examiner who used to transcribe a claimant’s statement on to paper, take photos of the vehicle, and have the claimant fill out various forms can now use a mobile app to record the claimant’s testimony, photograph the vehicle and capture data with drop-down menus all through an integrated and digitized flow. This results in a faster and cheaper process, higher quality data, and more satisfied clients and employees.

It will be tempting for IT to simply uplift the existing user experience of current business applications to the mobile context, but that approach would negate the potential benefits of enterprise apps. Companies like WillowTree Apps and Taptera offer good examples of enterprise apps built the right way. Enterprise IT leaders should follow this approach in order to realize the full BYOD opportunity.

2. Plan for Multi-Platform

One of the realities of BYOD is that there will be multiple device types and mobile platforms in the workplace. More importantly, as opposed to the web app world where browsers were viewed as commodities, there are enough differences between iOS, Android, Windows, and Blackberry to warrant consideration when developing mobile apps. In order to get the full potential out of apps, it is necessary to accept that not everything can be thin client. HTML5 is powerful, and will likely have more prominence in enterprise than it currently does in the consumer app space — where the platforms are competing outright.

The iPad is emerging as a unique business instrument with capabilities beyond what a smartphone can deliver, and its dominance of the tablet market warrants even more unique handling. As a result, there are apps that will be built only for the iPad, and that leverage functions only available on the iPad. In the insurance example, the claims examiner could collect the claimant’s form data more easily with a tailored tablet app than with an app normalized for all mobile devices. IT leaders need to accept that platform-specific features are a reality in order to fulfill on the promise of enterprise mobility, but HTML5 and other common components can maximize development re-use and contain cost overruns.

3. Re-use Your Existing Logic and Data

The most fundamental way companies can maximize their investments in mobile apps is to build on top of the computing logic and data that already exists within the enterprise. Some mobile app developers have built their own back end applications and data repositories to service their apps, but this approach creates duplicate costs to run, maintain, and secure. A better approach is to open up the existing enterprise business logic and data through network-accessible Application Programming Interfaces (APIs). APIs have already been popularized on the mobile web used by consumer apps, through standards like REST and JSON.

In order to utilize consistent, customer-centric processing across all business channels, many companies moved towards a service-oriented architecture (SOA) in the last decade. This approach provides a solid foundation for enterprise mobile apps, but needs to be adapted to fit the lingua franca of the new paradigm. This can be done using an API Proxy that can map from SOAP to REST and XML to JSON, and also filter and cache data in order to limit the workload on the battery-operated mobile device.

Revisiting the insurance example, a big part of the productivity gain in having the claims examiner use the app remotely is that he or she can access their enterprise data in real-time. That means that they can have an up-to-the-minute view of the claim and the claimant, and also transmit the data they capture immediately to headquarters. IT leaders who are able to harness their existing business logic and data will be able to deliver their enterprise mobile apps more quickly and save money doing so.

4. Secure the New Perimeter

Of course, given that the data in play for enterprise apps is often the most sensitive data in the company, security is paramount. Furthermore, given that the mobile devices in use for BYOD are personally-owned devices running a mix of personal and business apps, the API border that links mobile apps to corporate systems becomes the new security perimeter for the company. A blend of access control, data protection, and auditing is needed in order to protect the accessibility of the APIs.

OAuth is the security standard of choice in mobile app-API integration. OAuth supports a number of use cases for authentication, authorization, and federated security, all packaged in a lightweight, token-based approach suitable for energy-conscious mobile devices. Just as for the data protocols, an API proxy can be used to adapt the OAuth protocols to the security policies and technologies that exist within the enterprise infrastructure.

Once secured, the APIs that serve the enterprise mobile apps become even more powerful. Many can be re-used for customer-facing apps. In the insurance example, the original claim could have been filed by the claimant using a smartphone app that included photos and digitized form data, through many of the same APIs that enable the claim examiner’s iPad app. IT leaders who implement flexible security for their APIs will position their company’s well for the benefits of enterprise and consumer mobility.

5. Embrace the Cloud

With a secure API perimeter that enables both consumer and enterprise mobile apps, companies are well-positioned to leverage the multitude of services that exist beyond their borders in the cloud. SaaS APIs can be combined with enterprise APIs to build a rich cloud platform for mobile app empowerment. The separation of concerns achieved through the secure API perimeter addresses the biggest risks associated with the cloud, data leakage, and unauthorized access.

In this scenario, the claimant who files the insurance claim can utilize their network operator’s geo-location API, or even the Google maps API to capture precise location information regarding the claim, as can the claim examiner. This resulting ecosystem of highly usable mobile apps, accessible but secure enterprise APIs, and multi-dimensional cloud services creates a technological canvass for innovative IT leaders to advance their companies immediately and well into the future.

Facebook Confirms New $34-38 Share Price

Facebook ipo Ticker symbol FBFacebook on Tuesday confirmed numerous reports that it was going to raise its share price in light of heavy demand before its IPO.

The company, which had originally set the price between $28 and $35, now has put the range at $34 to $38, according to an amended S-1 it filed Tuesday morning. In addition, Facebook is offering another 50 million shares in the company, bringing to total to 337 million for a maximum haul of $12.7 billion at the high end of the range. If Facebook’s shares sell at that price (or higher), then the company’s valuation will be well north of $100 billion.

Facebook’s share price hike shows that a report by Blooomberg stating that the IPO was meeting “weaker-than-expected demand” from institutional investors was likely off the mark.

The long-awaited IPO is set for Friday, according to reports. On Monday, Facebook secured the ticker symbol “FB” on Nasdaq.
